Simu Klear is a UCC initiative designed to protect consumers from the dangers of using counterfeit communication devices, safeguard against device theft, and prevent the use of such devices in fraud and other criminal activities.
SIMU Klear aims to:
- Safeguard consumers by protecting their safety, well-being, and rights against counterfeit devices.
- Prevent the importation, distribution, sale, installation, and use of illegitimate mobile communication devices.
- Deter mobile device theft and curb their use in crime and fraud.
- Preserve the integrity of mobile communication networks by eliminating illegitimate devices.
- Ensure adherence to national and international communication standards.
- Establish mechanisms for identifying counterfeit or unauthorized devices, reporting lost or stolen devices, and addressing fraud.
- Protect businesses from illicit trade, intellectual property violations, and brand infringement resulting from illegitimate products.
An illegitimate communications device refers to any device that meets the following criteria:
- It is not type-approved by the Uganda Communications Commission (UCC).
- It is a counterfeit device (“ekicupuli”) — meaning it has been cloned, duplicated, or manufactured without authorization from the original manufacturer.
Every genuine mobile device has a 14-digit unique number to register it to a network known as an International Mobile Equipment Identity (IMEI) number. This 14-digit number is assigned to each mobile device manufactured in accordance with internationally agreed safety and quality requirements.
- To check your device’s IMEI number, Dial *#06# on your phone — the IMEI will show on the screen.
- You don’t need a SIM card for this work.
- You can also find the IMEI on the device box before buying.
- To Check your Current Phone - Dial *197# and follow the prompts - You will receive a confirmation message about your phone.
- How to Check a Phone Before You Buy
- Know the phone model and features – Ask the seller or check online before buying.
- Get the IMEI number – Look for it on the phone’s box or packaging.
- Check the IMEI online – Go to https://SIMU.ucc.co.ug, click “Know Your Device” and enter the IMEI number. The phone details you see (like brand and model) should match what’s on the box.
- Buy from trusted shops – Always choose a known or official seller.
- Health hazard – illegitimate devices are neither tested nor certified for safety and could pose a danger to your health and safety.
- Security risk – Phones that are not genuine often have copied IMEI numbers, which can cause problems. If your phone gets lost or stolen, it may be harder to get help. These devices may also come with hidden apps that can slow down your phone or even lead to loss of your personal data like contacts or photos.
- Cybercrime – illegitimate devices could expose user accounts and other personal data to potential cybercrime, hacking and invasion of privacy.
- Substandard quality – Having been made from substandard material and relying on pirated software, such devices lead to poor quality of communication services.
- Short lifespan – illegitimate devices do not last as long as genuine ones, which translates into financial loss and inconvenience.
No, your phone that you are already using will not be affected even if its illegitimate. However, for new device purchase, always check the status of the device before purchasing, by using the “Know Your Device” tool or dialing *197#
First, you report to Police and obtain a police letter - thereafter you submit the information through the report stolen/ lost devices option on this website - or you can visit any mobile network service center.
You can report fraud or Bafere by filling in a form available on this website.
